6.4) Resolutions authorizing execution of a cooperation agreement with Alameda County to reimburse the City with County funding in an amount not-to-exceed $700,000 for project management and engineering services for the South Livermore Valley Sewer Extension Project WW202313; and authorizing, subject to Alameda County approving the cooperation agreement, a supplemental appropriation of $700,000 in Alameda County funding to the CIP Wastewater Fund 621 in the FY 2025-26 budget and execution of an agreement with Carollo Engineers, Inc., in an amount not-to-exceed $629,000 and a term ending December 31, 2026, to provide engineering analysis and prepare a basis of design report for the South Livermore Valley Sewer Extension Project WW202313.

    I’m Lori Souza a former Tri-Valley Conservancy Board Chair. I want to thank the city and county staff who have been working cooperatively on this critical project. The resolutions before you tonight are needed to construct an extension of sanitary sewer lines to serve both commercial and residential users in the South Livermore Valley Agricultural Preserve. This critical infrastructure development is necessary to address groundwater quality issues and to support a flourishing agricultural tourism economy. A significant majority of Livermore voters supported this initiative in November 2022.
    The Livermore Wine Country, a vital part of our local economy and quality of life, is experiencing a concerning decline. Without the extension of these essential sewer services, the growth potential of the wine industry and agritourism sectors will face further setbacks.
    I respectfully urge you to accept the staff recommendations to approve these two resolutions before you this evening.
