5.1) Hearing to consider a request for Vesting Tentative Tract Map, Site Plan Design Review, and Consistency Determination to develop vacant land located southwest of the Portola Avenue and Tranquility Circle intersection, with a for-sale residential condominium project known as Shea Aura.
An estimated 30-40% of Sage HOA residents already use the City-owned streets as personal parking. Weekend events at the Sage Clubhouse and overflow from Cayetano Park further create a severe lack of available parking for visitors and guests. The HOA has been powerless to address the issue. Attachment 5 in the development plans show only 23 guest parking stalls for this new development. Assuming these residents follow the same trend as Sage, this project will add 98-130 new vehicles to exacerbate the street parking problem. This is unacceptable. How do the City and Shea Homes plan to adequately address and control parking on the City-owned streets if this project is approved?
Additionally this proposed development does not include any amenities, such as a clubhouse, pool, or gym. Sage HOA has had continuous problems with trespassers in Sage amenity areas. Shea needs to provide adequate facilities for this development to mitigate additional trespassing at Sage.
We submitted an email to the planning commission with serious concerns on this proposed plan and the negative impact on the Sage community. Our major concerns are around: 1. Insufficient parking, 2. Limited open spaces, and 3. Misleading promises from Shea Homes when buying into Sage neighborhood. We believe the plans for this new development are inadequate and should not be approved in their current form.
A few thousand Livermore residents make their living in the construction trades. I know several who participated in the City's meetings when the Isabelle Neighborhood Specific Plan was drafted. The City's leaders listened to their concerns and added language encouraging having local workers help build projects in the Plan area and pay family supporting construction wages. The plan language also encourages using apprentices which give Livermore's youth the opportunity to gain a great middle class career. I have not seen or heard of anything Shea Homes is doing to meet these expectations. I encourage them to meet with the local trades before this project gets to the City Council.
Being a Sage resident, I am concerned with the # of units proposed in the plan. There seems to be a lack of outdoor spaces (parks & parkings) for those residents. With the increased # of people and cars, I foresee this negatively impacting our Sage neighborhood. We are a closed knit community with familles, children & pets strolling in the neighborhood throughout the day. Sage residents work hard together to maintain cleanliness & safety in our neighborhood. The increased car traffic posts a major safety for us. I also am concerned our HOA maintained facilities may be abused. I suggest our city officials & builder consider reducing # of units to allow for outdoor recreational areas and onsite parking spaces for those residents. This hopefully would reduce # of car and people spilling into our Sage neighborhood. In addition, I suggest adding an entry/exit on Portola (between Isabel Ave & Tranquillity Circle) directly into Aura community to reduce part of traffic concern.

Are there plans for traffic calming measure, e.g., speed bumps, to limit speeding?
