The Alameda County Taxpayers' Association opposes establishment of a "wine heritage" Assessment District for the reasons stated in its two letters submitted on November 8, 2021 and on November 22, 2021. Many of the wineries in the proposed Assessment District are residential- and agricultural-zoned properties that "shall not be subject to any assessment" under Streets & Highways Code § 36632(c). In light of ACTA’s concerns about § 36632(c), ACTA demands that the City of Livermore publicly release before tonight’s hearing its calculations under § 36621(a) of “the property or business owners in the proposed district who will pay more than 50 percent of the assessments proposed to be levied.” ACTA requests that its concerns expressed in its November 8th and November 22nd letters and this comment be addressed before the Council approves formation of the Assessment District.
