5.1) Hearing to consider a request for a Conditional Use Permit to authorize redevelopment of an existing construction equipment storage yard into a new hazardous waste "10-day Exempt Transfer Facility” in accordance with the California Department of Toxic Substance Control (DTSC). The Facility would: (a) use trucks to collect hazardous waste in sealed containers from East Bay hazardous waste generators and (b) assemble the collected containers in semi-trailers for transportation to various final disposal destinations. Individual containers can stay on-site for a maximum of 10 days. No containers are opened or treated at the site. The existing trailer-office and existing utility building would be used, and a new loading dock would be built for moving containers from collection trucks to semi-trailers. The facility is regulated by the California DTSC, the California Highway Patrol (CHP), the California Department of Transportation (DOT), the California Occupational Safety and Health Administration (OSHA), the County of Alameda, and the City of Livermore. The Conditional Use Permit will be valid for a limited term of eight years.
