For noise complaint reporting, would you consider adding a top level metric of "unique complainants?" It would be interesting to see whether/how the trend lines for "number of complainants" vs "number of complaints" diverge over time. Seems like many people who file noise complaints do it a lot. Reporting only on the single number of complaints masks a key part of the signal about how the entire community is (or is not) affected by aircraft operations.
