Given the continuing drought here in California: Has the council considered re-opening the water recycling program?
I'm aware that there were expense concerns last time, but the cost of the hard infrastructure like plumbing is already sunk.
The argument against it last time was, "Drinking water is cheaper." This argument fails because drinking water may not be available. Additionally, we currently pay to pump the treated water out into the bay. There's a cost associated with that action. Might as well put it to use here, instead of dumping it out.
Reduce, Reuse, Recycle. It's a good idea for water, too.
