4.1) Project review to develop a 3.2-acre vacant parcel with a Wine Country Inn consisting of 24 single story cottage style buildings with a total of 30 guest bedrooms, a small meeting space, guest kitchen, lobby building, guest pool, and a caretaker’s unit. The project includes a total of approximately 19,100 square feet of building area, 39 paved parking spaces, 8 bicycle parking spaces, landscaping with 82 new trees, and related on- and off-site improvements. The new proposal modifies the previously approved project Site Plan Design Review (SPDR) 23-001 for a two story, 29,345 square foot building with a 77-seat restaurant. The new proposal reduces the building area by 10,245 square-feet and does not include a restaurant. No changes are proposed to Conditional Use Permit (CUP) 23-002 for the approved caretaker’s residence. The project site is vacant and located at the southwest corner of Arroyo Road and Hansen Road (APN 99-460-8).

    I live in Ponderosa Legacy, next to the project site, and I oppose the revised Wine Country Inn proposal.

    The project that was approved in 2023 was a real inn: a two-story building with a 77-seat restaurant. What's being proposed now is something else entirely. 24 separate cottages, each with its own address and laundry, and no restaurant. That isn't a modification of the original plan, it's a different project, and it doesn't fit the South Livermore Valley Plan or the neighborhood around it.

    A change this big shouldn't be approved as an addendum to the 2023 EIR. It needs a fresh environmental review. The cottage layout invites long-term conversion to rentals or residential use, and the traffic and pedestrian impacts at Arroyo and Hansen were studied against a completely different project.

    Please require a new application, or send this back and have the applicant build what was originally approved.

    My husband and I live in the Ponderosa Legacy neighborhood directly east of the proposed Wine Country Inn. Ever since we moved here almost five years ago we have been looking forward to the Inn being built. Having the Wine Country Inn will benefit the city with overnight visitors, support our charming downtown restaurants and shops, and introduce guests to our wonderful wine community. Even though the design is different than the original proposal, it's still a lovely and desired addition to Livermore.

    Rentals/VRBO/ADU/Shelter conversion potential
    Why are mailboxes and separate address being given to every unit? Are there separate electric/water meters for each unit as well?

    Potential Restaurant
    The deed restriction includes the option of adding a restaurant up to 100-seats.
    If allowed, the entire property, including parking would need alteration. This “option” should NOT be part of the deed restriction.

    Meeting "Room"
    Special events will be allowed with approval of a Temporary Use Permit. NO special events should be allowed. This “exception” is exactly what allows this location to turn into a party/wedding event center.
    Each unit has a stacked washer and drier. There a 442 SqFt “Laundry” area included in the meeting unit. Are multiple washer/driers being planned? Why?
    The kitchen space in the meeting room building is 214 SqFt. Is this a going to be a commercial kitchen? If so, that further adds to the very real possibility of the location turning into an event/party center.
